The story written by Millar doesn't seem to be being accepted by other writers as the current version of Doom. However I have been feeling like he's even MORE badass than normal (normal being pre-Millar) even if he's not at those levels. What he's doing in Wakanda and going toe-to-toe with cosmic Hulk are just the most recent. His standard tech seems to be getting better (cosmic cube on demand? he can absorb cosmic powers with no prep now?) and his magic is comic out nearly as often as his science. That more gradual advancement  will likely become the new standard while the single-arc upgrade continue to be ignored, as is the case with most changes.
