He made on my list of the 10 eviliest super villains in the Marvel Universe.
One of the best Super Villains of all time. Although he doesn't see himself as evil. Most of what he does he thinks he's doing for the good of his country, in his mind he's never wrong, and lacks emapthy to feel bad that he's hurting people.
Doctor Doom
Character » Doctor Doom appears in 3794 issues.
The very mention of his name makes lesser men tremble! The brilliant scientist whose iron mask conceals his scarred (but once handsome) face! Master of science and sorcery, Victor Von Doom is the monarch of Latveria, attempting the betterment of humanity through world conquest! Unequaled and unrivaled in every manner, Doctor Doom has had many conflicts with both earthly and cosmic super-beings, but he will always be known as the eternal nemesis of Reed Richards and his accursed Fantastic Four!

@Omarpool: @warlock360: If I remember correctly, Doom couldn't remember how to use his armor and magic because Banner somehow gave him something to diminish his intellect.

Air Force One: Evil Grasp
In an episode of the classic animated television series "Spider-Man" titled Dr. Doom, Master of the World (1981), the villainous Doom hijacks Air Force One and kidnaps the American President and hypnotizes him as well as other world leaders at a UN meeting with the intention of creating a new dictatorship before Spidey foils his diabolical plans.
We believe Dr. Doom could be airborne (and over-take Air Force One), because the villain's reach is impressive. Many argue that it is only Marvel's Dr. Doom who can challenge the literary authority of DC Comics icons such as Batman and Brainiac.
That is why we place Dr. Doom in fantasy villainy-plot labyrinths involving key pedestrian civilization infrastructural arms such as airlines (i.e., Air Force One) and military bases.
Tree of Knowledge: Squirrels and Stigmatism
Imagine that the lethal Doctor Doom falls prey to the heroics of Squirrel Girl (Marvel Comics).
Doom is an ultimate icon of diabolical intelligence, and even his strength reflects this.
He is perfect for deliciously deranged storyboards.
@dr__victor_von_doom: Sucks that the links don't work anymore :I
