I second this although I am not sure that Higgins is still writing Nightwing. I know he did not write issue thirteen.
I would very much like to see Nightwing spend some time in Las Vegas. (it pains me to give up this idea because somewhere deep in my heart, I hope that I will one day be able to write comics, but here goes) Since in the New 52, Grayson was always expected to give up the role of Robin, it seems logical that there was probably no major conflict when Grayson transitioned to being Nightwing. Without that crucial plot line and considering Dick's younger age, it seems like Grayson needs some way to struggle for his independence. I would suggest that Grayson gets fed up with Bruce constantly treating him like a subordinate in Batman's army rather than as a son, and in consequence, Dick sets out on his own. He ends up in Vegas (probably with Haly's Circus just for a visit). Grayson finds casinos fairly stupid, but he goes there because he was invited. While there, he sees some sort of bad doings and puts a stop to it out of costume, but he tries to remain anonymous. He is spotted by a security camera and identified by some people that know him. He gets offered a job in casino secuirty, and he takes it for fun, as a strategic place in need of a vigilante, and in order to supplement his resources which are somewhat tied up Amusement Mile.
As Vegas security, Nightwing is asked to do some things he finds less than ethical though not strictly legal. He has to decide where he draws his own moral lines. There are illegal activites going on in the casino, and NW suspects his boss, but in the end, the boss is clean (this is revealed much later. You do not want to make the boss evil because that is waaaay too predictable. There are plenty of other crimes going on in Las Vegas, a flashy city without much heroism.
Regarding Batwing, I have a less specific vision, but I would like to see more incorporation of real African problems like hunger, militias, child warfare, and aids, and less supernatural cults and villains making a grab for power. Unless Batwing starts making strides towards being more original and relevant, it will probably be cancelled in the next wave. Also, spend more time developing David as a character rather than a hero.
Finally, please reboot that Dick Grayson was no longer Bruce's ward. Without being raised by Bruce, Dick is no longer the closest Robin to Batman giving him that uniquely unquestioning bond with Bruce. That is part of who DIck is, and I think both Bruce and Dick need that as characters.
