Devlin is Kevin11 future son. It was never explained how Devlin was born, though he mentions that his dad spent most of his childhood in the Null Void. He originally befriends Ben10's son, Ken10, in an attempt to free his father from the Null Void. However, while his desire to see his father is noble, Kevin doesn't see it the same way, and shoves his son aside as he focuses on destroying Ben. Heartbroken, Devlin helps the Tennysons defeat his father after being attacked by him for defending Ken, and is later adopted by the Tennyson family.
