Batman faces the Ratcatcher, who traps the Dark Knight in a rat-infested sewer.
Batman busts up a weapons sale on the streets of Gotham. While at the same time an old man attempts to escape from his cell in the sewer and bring back help for his fellows, who are being held captive by the Ratcatcher.
