    All the Rage.. in Paris?

Batman, or is that Batmen, are in Paris.  Seems there's some murders going on in Paris and Bruce Wayne thinks he can help the situation.  Enter Batman, Inc.  Wayne is trying to push his version of justice on a head of police that doesn't see Batman as a good fit for his city.
I'm a little confused here... does Bruce really need permission to launch an arm of Batman, Inc?  Has he ever really worked inside the law?  He's a vigilante and vigilante's are not part of the law enforcement.  I struggled with this part of the issue.  I felt this conversation wasn't needed.  Maybe I need to go back and read Batman, Inc?  Maybe that would help me understand his need for "permission".
This issue jumps around in time a bit too.  That left me a little confused at first, but I caught on to it.  I did chuckle to myself tho... does it take two French Batmen to equal one "real" Batman?  Maybe instead of a sidekick (Robin) they are equals in this case.  There's plenty of action here to keep me happy.  They do some good detective work in trying to track down the Golden Portal and what it's meaning is.  This was interesting to me.  I always like the Detective part of Detective Comics.
Overall this issue was enjoyable... even tho it sounds like I am knocking it quite a bit, I did enjoy it.  I will have to try and track down the conclusion of this in the Batman Annual.  I want to know how this wraps up.

The Good: We get a very nice look at how Batman Incorporated is going to work on a political level. The lengthy conversation between Bruce and the French chief of police provides a lot of much needed explanation. Agustin Padilla's artwork looks really nice and suits  David Hine's writing pretty well. The shadows have a quality to them that remind me vaguely of Jeremy Haun's art. For people who were worried that Bruce announcing he funds Batman might be a catalyst to people realizing he IS Batman...
