    1. Hop On the Welfare Wagon!: (public service message from Superman) A man tells Mr. Stanton that Superman will speak for their hospital fundraiser. He responds "Who needs a hospital in this town? I can take care of myself. I'm not giving a red cent, Superman or no Superman." Just then, Superman shows up saying he "has the wrong slant" and explaining that Americans have always helped each other when sickness and trouble came.

    2. The Human Firefly (Batman) First appearance of the first Firefly. Self-described lighting-effects genius Garfield Lynns uses his skills to simulate a fire on the stage of a huge theater during a show so his men (disguised as ushers) can use the destruction to steal from the panicked crowd. Bruce and Dick are in the audience and quickly realize the fire isn't real. changing to the dynamic duo, they quickly calm the crowd, who realize that things have been stolen. Batman recognizes one of the ushers as a con named Linky who agrees to talk, saying he was just hired muscle on this job but before he can name his boss Lynns shoots him.

As Lynns flees, regretting killing Linky, our heroes manage to get on his car's roof. Noticing their shadows after he gets into the hills, Lynns wrecks his car trying to shake them off. He crawls from the wreck, trying to make it to the river so he can let the current carry him away and only makes it because his pursuers go the wrong way, seeing the light from a firefly and thinking it could be a cigarette. overhearing them say it was a firefly, Lynns decides that must be his lucky symbol and models a new identity on it.

Two weeks later, Firefly uses a bleaching light to make four paintings loaned to the Gotham Museum from the Louvre appear to lose their color. guards clear the room and his men come out of hiding to steal the paintings but Batman and Robin show up to foil the crime. Firefly and his men flee and are pursued by the Batmobile until Lynns uses his light belt to cause flashing lights that blind everyone behind his car, causing the Batmobiel to get caught in a traffic jam while he escapes.

The following night Firefly blacks out a lighthouse and uses his light belt to guide a freighter ship onto rocky sholes so his men can loot it. One of the crew starts to send out an S.O.S. before his men can stop it, causing Batman and Robin to show up and capsize Firefly's boat. He makes it to shore and flees to the lighthouse where he tricks our heroes, trapping them in the lighthouse basement. He then filled the room with blinding color from what he calls a Cyclops light. He tells them the battery will last three days and thinking they can't get out, thinks nothing of telling his men about a job they will pull at the airport that night while he is still close enough for the heroes to hear.

Using their capes to protect their eyes, Batman balances on Robin's feet to reach some wires on the ceiling that he is right to think feed power to the lighthouse lamp and use them to send out mosie code. Half an hour later, the coast guard arrives to free them. Almost an hour later Firefly is in an autogyro, shooting at a cargo plane when the Batplane shows up, uses the Cyclops light to blind the criminals, and hooks the autogyro, finally catching Firefly.
