The Flying Dutchman II: (Batman) while fighting a pirate sub Batman and Robin end up adrift at sea. they are picked up by an old-time sailing ship called The Flying Dutchman II which turns out to be crewed by escaped cons who can't set foot on land because they are only safe from the law as long as they stay in international waters, at least 3 miles from shore.
