Even though the Joker appears on the cover, he does not appear anywhere else in this comic

This issue features the first appearance of the first Clayface, Basil Karlo (written by Bill Finger and art by Bob Kane and Jerry Robinson). Basil was a make-up artist who was severely angered when he heard that a film he starred in earlier was being remade. So Basil, proficient in disguises, wears the mask of the film's villain, who is called Clayface, and manages to kill one the movie stars Lorna Dane and her boyfriend. But luckily Batman and Robin stop him before he can murder his next target, Julie Madison, the movie star who happened to be Bruce Wayne's fiancee at the time.
