Who cares? The USSR went under less than five years later. Stone is whining about something that didn't need to happen because the Soviet military and technology was already crap. 
 
Besides, I wouldn't have trusted any of those Soviet dictators with anything. They were just upset because we were leaving them in the dust and they had no clue how to catch up. Such is the downfall of totalitarian communism.
 
Just remembered something: Originally, Reagan and the military pushed this thing publicly in order to scare the Soviets and bluff them into dumping billions into projects that we weren't even originally pursuing. Once they had become too engulfed in their expansionary ambitions AND started this retarded strategy, Reagan made the push, and his predecessors eventually carried it on.
