I've always seen Tony Stark as Bruce Wayne who knows how to have fun. Maybe if Bruce didnt witness his parents execution he would have turned out like Tony.

I was thinking Irons also but with the company each has and the changes to the armor and going beyond just having hi-tech armor. I would say Lex is much closer then Irons in that regard.

I don't know the artist, but It's the Web. He had a 10 issue series that ended earlier this year. You can now find him in The Mighty Crusaders. He has a tech suit that gives him powers, but he realizes that he can't stop crime on his own, so he gives other citizens (who pass qualification tests) their own suits to help fight crime under his trademark. Sounds a lot like Batman, Inc., right?
maybe hardware,batman (although batman's suit is more of owlmans where he focuses on it being light and a fighting type suit,but he does have suits that are like and surpass some of iron mans,like the new 52 one that comes from his car!just a little under iron man,but it moved a nuclear missile,so i say just a tad bit under iron mans)

The problem is there are two parts to Iron Mans identity so it depends how you think of Iron Man. If you think of him as the premier armor wearing member of the comic book continuity as I do, then it's Blue Beetle. If you think of him as a wealthy genius then it's Lex Luthor, the problem is Lex is a villain. So then someone more heroic whose a genius who wears armor like Steel or Hardware might be more appropriate, but the problem is they aren't prominent characters in the DCU.
The answer is Hal Jordan. Both are egocentric heroes who fight by creating whatever they can imagine. Both are limited only by their will and desire. Both have also suffered and caused suffering due to their inner demons. The fact that one has armor and one a ring is largely inconsequential. They both create what they want or need to fight the good fight.

Cyborg definitely seems like DC is trying to build off of the Iron Man movie's techno craze. I've always felt John Henry Irons was DC's most obvious Iron Man ripoff character, one of his nicknames is the 'Man of Iron'... but as far as looks it's Stripesy:
Armored suits aren't unique to Tony Stark, but DC knew what they were doing with that S symbol. How many other heroes have a symbol on their chest that small? And the shape. And the casing around it. And that it's glowing a blueish hue. I mean come on.
