You really need to separate characters into different levels of power before you say most powerful characters because technically The Presence, who is basically God himself is a character and is the most powerful. Then you need to work your way down from there and it will be forever before you get into the most powerful regular superhero and villain class characters including Superman, Green Lantern, Wonder Woman, Shazam!, Martian Manhunter, etc.
