He said it to Newsarama or CBR. They asked if they were going to do something for Teen Titans 50th anniversery and he said they don't have the time as they are going for plans for Flash, Joker and had huge plans for Wonder Woman. Hope it means getting a new team for the solo and S/WW.

I think a lot of Wonder Woman's villains are underrated, but that's also because they're underutilized.

@moul: who is more interesting is purely subjective, so it's not up to you to say that joker being more interesting is true or not. I know, many people on this site (including myself) will say Luthor is a lot more interesting

@vitalius: Poison Ivy underrated? she's one of the most famous women of DC and has a lot of fan.

Under rated: The Rogues, but their "code" will always hold them back a little.

Other than that I would say that maybe the 2nd tier of some of Batman's villains, though they get quite a bit of time due to the Batman saturation. Some of those characters would be amazing if they didn't have to go against the bat.

Last would be the Aries(spelling?), in both Marvel and DC he is very inconsistant.

This is only off the top of my head - there's a lot of villains that I find underrated and underutilized within DC, these ones being the first coming to mind.

Anton Arcane is criminally underrated. Pretty sure he's the most evil people in the DCU. Would love to see him go up against the JL, I mean besides Rot World where he made them all his zombie slaves.
