Who are the most underrated villains of DC comics?

H'el. I think he'll make a great addition to the Superman mythos but people throw him under the bus just cus it's Lobdell's creation. He's honestly more interesting than Wraith
Amongst Crisis level characters: Trigon, easily, he's supposedly as powerful as the Spectre and has caused far more damage than Darkseid ever has, but he's still virtually a Teen Titan's exclusive. This sadly seems to be where DC wants to keep him, and sadly some readers kneecaps him because of that.

I think it is white martian. Imagine if DC decide to do story where every superheroes is missing and new group of heroes save the world. And then suddenly people shock that the new group of heroes is actually White Martian who are taking over earth. Kind like secret invasion

Moul, Extant was the original Monarch travelled back in time from a different time period during Armageddon story arc. He took the name Extant after he achieved time manipulation abilities.
@outside_85: As much as I'd like to see more Trigon I don't mind him being Titan exclusive. It made the Titans seem more badass that they fought someone that even the Justice League couldn't take on. Though I do think in a Spectre book he'd be an interesting character for Spectre to face or for someone like John Constantine to deal with. Hell seeing Raven in her own ongoing with Trigon would be nice. The world needs a really good and true Raven ongoing.
@scouterv: In recent year I think DC has made the Scarecrow more promient and made it evident that the Scarecrow truly is one of Batman's truly, most deadliest foes.
I think Rogues, Dr. Sivana, Mr. Mind, Riddler, Penguin, Brainiac, Toyman, and Rag Doll are pretty underrated.
@crazyscarecrow: Well my point was that Trigon is off to a bad start because he doesn't fight or encounter anyon in the DCU but the Teen Titans, hopefully the New 52 will continue to remedy that.

@crazyscarecrow: Yes, I'd love to see a Raven ongoing, she is my favourite magical character, even more than Zatanna. I think Raven is more "modern", would be nice see a movie or maybe a tv series about her

Already did something to that effect in Morisson's Run (New World Order)
@crazyscarecrow: Well I am thinking in the sense that any character can claim to be the biggest and baddest, the problem is that they have to prove it at some point. Both Deathstroke and Trigon has claimed this, with one claiming to be the best money can buy, the other that he is the biblical Satan and a bunch of other major demons.
But, while Deathstroke has proven his claim over and over (by kicking Batman's ass and later the Leagues). Trigon is not a character that's appeared or even mentioned by other characters that ought to know about him. People like Neron, Lord Satannus, Zatanna or Doctor Fate for instance have never mentioned or encountered him (as far as we know). TheReign in Hell, the biggest infernally-themed story in years, never mentioned him either or put his realms on a map. You could easilly be lead to believe that Trigon really didn't exist outside of the New Teen Titans pages. Perhaps best demonstrated here:
He wasn't really a recognized A-level bad guy, if you get my meaning.
The New 52 has gotten off to a better start by putting him infront of the Phantom Stranger as the debut moment.

I get that pretty much in Terror of Trigon pretty much everyone was in some form of suspended animation and the Titans were the only ones around for the fighting though really? I mean I'm sure Dick would've told Batman at some point and Donna would've told Wonder Woman. If I remember correctly wasn't the League in book?
I see what you're saying now. I know Trigon was always on the Titan side though I didn't know the League was that dumb. I guess in the end it just shows why the Titans are far more superior than the League.

@sealife: I forgot about Cheetah. She should be used more. Especially since Cheetah is always portrayed as her main foe.

See that's how underrated she is. You couldn't even remember her.
Then it is the fact that because she has always been portrayed as a just barely superhuman on films and series, people think that Wonder Woman must suck because her arch-enemy is so weak.
@sealife: I think if anything its just because DC markets Wonder Woman so poorly. I don't even know how she passes for being part of the Trinity aside from the fact she is female and she is the only other character from DC who still popular when comics were going down in the 50's. They market Green Lantern more than market Wonder Woman. I see more Flash t-shirts then Wonder Woman. Wonder Woman is just now getting a movie. They just market her so poorly.
I guess Ares could be considered her arch foe to though. They have been doing lots of Ares outside of the comics lately like Injustice.

Thankfully Didio has said they are in talks of how they will celebrate her 75th anniversary.

@the_kidd: not by all. But I have noticed multiple people do underestimate them for sure. For example not see brainiac as the 12th level intellect that he is and not realize the full magnitude of that statement. I have also seen people overlook mongul as "just a superman punching bag" and not the formidable foe that he is

Even Luthor gets underrated people think the Joker can beat him. And I'm not talking H2H I'm talking both characters having prep.
@never_give_up: People don't think Joker can beat Luthor. They think Joker is more interesting than Luthor and this is true
James Gordon, Jr. He uses a completely unassuming facade to hide that he's a complete sociopath. And he believes that being devoid of compassion makes him superior.
