What if....Dark Reign happened to a good guy?

What do you think would have happened if Steve Rogers or Tony Stark were put in the situations Norman was during Dark Reign: 
 
Morgan Le Fey being nearly indefeatable without allying with Dr Doom 
Molecule Man screwing with their mind & body 
Getting into a war with the mutants (psychics could mess with his mind) 
Loki screwing with your mind 
People plotting behind your back at all times (Loki, Hood, Emma Frost, Namor, all betrayed him. Doom attacked him and nearly destroyed the building, Most of his Avengers either wanted to kill him, Daken, Moonstone or betrayed him Ares & Noh-Varr)      
One of the best psychics in the world (X-Man) screwing with your mind 
 
And the list goes on. If it was Steve Rogers or Tony Stark still in the position of 'top cop' and they went through all this how do you think it would affect them? 
(Not saying they'd do a siege but it would be interesting!!

All of those things happened to Norman because he is a chump and was promoted far beyond his abilities and hence found himself out of his depth.

Dunno about the Tony Stark comment he was just doing what he thought was right, which coincidently is the same as Osborn & Nick Fury when they were in the job. Whenever someone gets this 'top cop' job they always believe they are doing the right thing, look at Steve Rogers, he's only been in the job 5 minutes and he's already running a black ops team that break laws. 
 
The job itself seems to lend to certain shades of grey, admittedly Osborn's were actually off-black!!!

Osborn didn't believe he was doing the right thing, he just said so because he's crazy. All he was really trying to do was consolidate power for himself and wipe out his personal enemies.

yup other wise he would have left a small hero (not exactly small but not so powerful hero) like Spider-Man alone unless he was out getting revenge

As it is, Stark, nor Steve wouldn't have got into that situation in the first place. As it is, I reckon that if they were, Stark would have cracked. Whilst Cap would have just pulled the 'I'm Captain America, show me some respect' card, and everyone would fall in line. It worked for the most part during Civil War.

That's kind of the point though, Osborn believed by his consolidating power he'd be in a better position to protect the country. He's always believed he's the only one who can do things right and that everything he does is the right thing to do. Same as Doom.
