    He is the head of an NYC crime family and in charge of crime in Hell's kitchen which is an Irish neighborhood. His name, Wilson Fisk, doesn't sound Italian so I'm assuming he's Irish.

    So he must be Irish or Italian since those are the kind of organized crime families that run in the east coast.

    He got his power by killing Don Rigoletto so he could be any kind of caucasian heritage. He didn't get his power because of his family.
