I don't see it. I think it's just the nature of fan shipping that is making people look for a romance for Damian, who is a non-sexual character. Damian and Cass are siblings. Adopted, yes, but siblings. I think this is more the opposite of his introduction to Grayson. He has heard incredible praise for Cass and has a sort of sibling worship thing going on and then he meets her and she's incredibly skilled but perhaps not what he expected. This is the inverse of seeing Grayson as a pretender but then being surprised by his competence.
The fact that one of the quotes comes out and says "god help Dick when he reaches puberty" hangs a lampshade on the fact that this is NOT sexual in nature and is instead something else. That, by comparison, this type of social awkwardness will be even worse when he DOES start expressing sexual desire.
edit: Some more thoughts.
Damian has been raised in an effective matriarchy. Sure, Ra's is the big icon and Bruce is his given rival, but Talia has been the shot-caller his whole life. He's learned to respect women as skilled opponents at the very least. He doesn't see them as sex objects. Combine that with the fact that he's too young to really have a sex drive, and I don't see him as crushing on anyone. Not Cass, not Kara, and definitely not Steph. As he gets older, sure, but for the moment I actually really like it because it makes his character different.
Also, the fact that the writers keep lampshading that he's NOT a sexual creature means we get great lines like this:
