I mean, ever since his resurrection he's been used as a current team member, strategist, and player frequently. I'm not saying it's a bad thing... I'm just saying that after many ressurections (especially in the case of the X-Men) Cypher is the one of a few ressurected characters that have been thrown into the continuity and haven't been thrown into background limbo!!!

Some characters off the top of my head that have been ressurected but after that are put into a drawing barrel:

-Psylocke: When she was ressurected by her brother... she maintained like 10 issues and then into the barrel.

-Kitty: she wasn't really ressurected but when she was brought back out of the bullet by Magneto... she was just thrown into a containment unit. Sure she has had her "adventure" with Emma and Shaw but still... into the barrel.

-Ariel: after not being seen or heard of in any issue for like more than 10 years... she was brought back, started to become intresting, only to be killed in an explosion after like 5 issues.-

-Hephzibah: Not ressurected but after being losing her love, becoming stranded on Earth, and being a somewhat improtant character in stories like the Extremeists and Messiah Complex... into the barrel!!

-Cecilia Reyes: Though not ressurected she was thought to be dead only to be shown alive and well working as a doctor... she was brought to Utopia so fast that new readers would be like who's that... then after a few cameos... into the barrel!

The List Goes On!!!

Cypher is on a team book with a defined roster.  That gives him & the rest of the former-New Mutants more chance to shine than anyone else who is stuck as nothing more than a mere cameo in Uncanny X-Men.

he is a completely new character for most, and on top of that his powers are very interesting and unique and not some variation on a theme or the same old same old

Despite what people said, he was a beloved character. Louise Simonson herself said she couldn't believe what happened when she killed him. She got letters saying people hated him but when she killed him off, she got way more letters expressing outrage and disappointment. When he came back, people were too happy for the writers to let him go away. Plus, unlike most of the resurrected characters, Doug came back with his powers enhanced.
