Inconclusive. 
The rumor started because of Alex Ross' Justice Society of America v3 issue 3 cover made her look like she wasn't.  I believe it's a take off of Marylin Monroe's up blown dress in "The Seven Year Itch".  A fairly iconic image.  Personally, I think the lack of panties would only be a minor quirk when compared to the whole "Wicked" thing.

Um, good girls and heroes should wear underpants, but freedom of expression is an individuals right as well.

@Blood1991: Power Girl was respectable, especially if you know why she flew around with a whole in her suit. With the whole she was Respectable, Awesome, Strong Willed on a level few other characters are on and another level of awesome. Without it so far shes been respectable and awesome but shes neither of the other things

@Blood1991: I respect Power Girl for the whole because it represents a philosophy for her that shes willing to withstand countless dirty jokes and plenty of disrespect in order to represent. I honestly don't think Superman, Batman, or Wonder Woman would fly around shirtless in order to represent a belief. Of course I admit to liking the window for a different reason....there is a reason I gave her 2 layers of awesome instead of 1

Exactly. For DC to give her a new costume design feels a bit insulting towards her character.

1st pic just says that everything matches & that she is a real ginger.

2nd pic I assume the back flap isgoing between her legs, covering anything.

3rd does not invalidate the idea that she wears a 1-piece bathing suit.

4th doesnt count, as its a fan-art.

I remember bac when I was in high school, a girl wasnt wearing any panties under her short skirt, & lots of students tried to pull it up. I'd say her name, but who knows what legalites that might cause. Plus it wouldnt matter one way or the other.

But TBH they should keep the panty question going as a joke, similar to Power Girl's tits.
