    Okay, so he's not a woman (I know), however, he was used to advance the character and plot that was about Ollie in Green Arrow/Black Canary.

    So he is a WiR?

    I think that in the Green arrow/Black Canary comic connor was made a vegetable  only to give oliver a reason to retire.
    seems like a waste of a good charecter with lots of potential

    But clearly Winnick didn't bother to find out about that potential.  Hell, he still thinks Shado is Connor's mom.
