@Kid_Omega_Prime: They were never mutants. They were given powers through experimentation.

@Kid_Omega_Prime: Marvel's wiki is edited by fans same as here. The only thing "official" about it is the trademark of the brand :P

Oh I went to marvel.com's forums to ask this same question and I got a response from burningghe said that... "

Cloak & Dagger were mutants who first came on the scene around the time the New Mutants started up...but the pair were never part of any official super-team. Their origin was as teenage runaways who happened to become friends, but were then abducted (by Silvermane's crime syndicate) as test subjects for a super-addictive synthetic street drug being developed. The criminals were kidnapping runaway teens that they figured nobody would ever miss, but the problem was that the drug kept killing the kids instead of just addicting them. Cloak & Dagger were the exception...they survived the drug because they were unknowingly mutants, who just hadn't seen their powers manifested yet. And (of course) these injections unexpectedly awakened their mutant abilities, allowing them to escape and eventually fight the criminals.

The main theme of these two mutants has always been their war against drugs and the criminals who deal them. They have been very vigilante in their methods with the bad guys...not quite as extreme as the Punisher, but they've still gotten a fair share of druglord blood on their hands. They are basically good guys seeking redemption for some of what they've seen and done in the past. Plus their mutant powers both complement and feed off of one another...so they also wrestle with the issue of remaining partners versus leading separate lives."

    They're not mutants.

Their mutant status has been retconned back and forth over the years, but currently the status is non-mutant.

@Kid_Omega_Prime: He'd be wrong. In X-men/'Dark Avengers Utopia Cloak tells Norman Osborn that they "aren't mutants." Doctor Nemesis has run tests on them and confirmed this.
