The seat of galactic government in the Mass Effect universe, the Citadel is a massive space station in the Serpent Nebula. Though it was originally believed that the Citadel was a construction of the extinct Prothean race, it was eventually revealed that the station was built by the Reapers as an instrument to facilitate their cycles of galactic genocide.
