History
Cir El appeared in metropolis during a heated battle; not knowing her to be friend or foe Superman took her for questioning after the battle and asked her about her origins and why she was calling herself ‘Supergirl’. She told him that she was his daughter from the Future and a genetic scan showed she was in fact Superman's child... Hearing this, Lois went berserk on superman, accusing his of having an affair... Cir-El then told Lois that she was her mother...
Another genetic scan later (Don't ask me how they managed to decode Kryptonian DNA and then compare it to a Kryptonian / Human Hybrid... they should be 3 completely different species...) it was determined that while Superman was the father, Lois was not the mother!
Cir-El was created by Brainiac in a concoction of DNA from various sources (Don't ask me where he got Kryptonian DNA from, maybe Clark was a bit more adventurous than we are led to believe as a child?) as a host for the 'YES' Virus.
Superman was shown a future where he was attacking the human race for some reason, he was told that the death of Cir-El would prevent this future, Cir-El threw herself into a time portal, erasing the future and the 'YES' virus that created it, effectively making sure she was never born so she couldn't come back and alter history.
Powers
Cir-El displayed all the powers of a Kryptonian, including Super Strength, Flight, Super-hearing and invulnerability. However, Cir-El has displayed the ability to give off red sun burst.
Other Appearances
Cir-El also appeared in Superman/Batman #24 with a collection of other Supergirls from the past and other timelines to help free superman from the Source Wall. after their plan succeeded it is assumed that the other Supergirls (Including Kara from before the Crisis on Infinite Earths) went back to their original timelines.
