    A secret organization created by the World Government to assassinate all those who would oppose them. They were the main antagonists in the Water 7 and Enies Lobby arcs. It's chief is Spandam and it's strongest member is Rob Lucci. The former chief of CP9 was Spandine, Spandam's father. Members of CP9 have mastered the six powers called: Rokushiki.
