He held his own against Batman, so he is pretty good to say the least.

He is pretty damn good, but is more savage than skilled. Besides, he is more of a tracker. He can hold his own with the best, but is nowhere near close to being the best martial artist. Before she left the team, Chesire was the Six's insane hand-to-hand fighter. Scandal seems to have replaced her, though.
 
Can he beat Batman? It will be a close fight, but neither one would let it be to the death. Someone will interrupt the fight and what-not. As for Nightwing, Catman can probably beat him on a good day. Cap? Hell no. Not many can even stand a chance, much less go to-to-toe. Catman will be destroyed, but not too quickly :P

Catman. I love this guy. As for how good he is, he nearly killed Bronze Tiger, who is an amazingly skilled fighter. But we'll really see in the next issue when he has to fight his own team. I'm so excited.

He held his own vs Batman, he could beat Nightwing, and he could fight Cap. I'm not saying he beats Cap, but he would last longer than these people think.
