Carlos was a former member of the Navy SEALs that served some time in the Middle East. He was laidoff due to military cutbacks. He saved Microchip from a mugging. Microchip, thinking that Frank Castle (Punisher) had gone over the edge, recruited Carlos to be the new Punisher. His costume was similar to Frank's except it had more armor, and he also had a helmet that covered his entire face in the form of a skull.
