Captain Vurm was a Starman opponent. He was strongly implied to be German but his base was somewhere in South America. He had a device which allowed him to send long distance shock waves towards the United States which caused earthquakes. The resulting massive amounts of property damage and loss of life helped spread the panic he felt was needed before a successful invasion.
