Three officers of the Metropolitan Police find another officer impaled on a steel fence, it is revealed they've been chasing after a criminal for a year.
When running through the streets they see a man beating up an officer so they chase after him. He wears strange boots that enable him to take large leaps.
One officer keeps up with him, watching as he takes a row-boat flowing with electricity float into the air.
A man called a Bow Street Runner uses intimidation saying to forget what he saw, but the next night the officer sees the man again, and pursues him across the rooftops and leaps at his flying boat only to be knocked unconscious.
