How Powerful Is Captain Atom and does DC write him weaker than he should be (Monarch Excluded)?

Captain Atom, technically, can be as powerful as he wills himself to be. The magnitude of his power is based on willpower. However, Captain Atom normally limits his powers unless he's pushed to go all out.
