Enhanced to the pinnacle of human physical potential and armed with an unbreakable shield, he became Captain America. After a failed mission left him encased in ice for decades, he was found and revived by the Avengers, later joining their ranks and eventually becoming the team's leader.

    I'm not really sure because Steve has the serum but Bucky has the bionic arm and has had training since he was like 10 instead of 18. But Steve can remember everthing he is taught. Neither has a shield and no equipment or weopons.

    STeve hes been on more missions with the avengers and has fought more kinds of foes imo.

    Steve is much better. Even Bucky has said he is stronger faster and a better fighter. He was the first and best Captain America.
