General Phillips was brought into the series in the mid-sixties, when Captain America's origin was retconned, and he died back in 2003 at the hands of Lemurian assassins. This should not be a tough role to play for the veteran actor since he's played a man in a position of power many times before. I always felt Tommy Lee Jones was an under-rated actor who deserves a little more limelight, and the character of General Phillips, from what it seems, is almost of footnote in the origin of Captain America. Since Phillips is the man who molds Steve Rogers into Captain America, maybe he'll play a larger role within the film, at least I hope so.
All this was revealed in the Hayley Atwell interview, located below. She plays Peggy Carter in the film, and she may have accidentally let slip that Tommy Lee Jones was in involved in this endeavor.
