Latest issue of Captain America seems to point to that.

That is the big if! They better not make Steve a Skrull or anything like that!

Remember though that the Red Skull did use a clone of Steve's body as his own for a while. That could've just been another clone he's making so he can get out of Lukin's body.

Question is, did Brubaker think of that? I don't even try to guess what he has planned. He's brilliant so I'll trust he knows what he's doing.

Hadn't thought of that. Guess I was expecting Cap to be back and didn't even consider anything else.
