Well there are numerous characters that have been given the Super Soldier Serum, Protocide (as mentioned by comicman), then there are those characters that got their powers other ways like US Agent, although he originally had superhuman strength because of his powers given to him by the Power Broker. But I believe that's been retconned and Agent is just another guy who was given S3. Then you have the Grand Director.
Are we talking about none transformtion, cuz if ye then maybe. But if we include transformations then Hulk, Sentry, Thing, Rulk, and Thor are just some examples
He's not "THE" strongest human on earth, he's just at "peak condition" than a average human. But he can be considered at "low-level superhuman" strength. He can lift around 1100 pounds (500 kg) and run a mile (1.6 km) in a minute.

More or less; The Punisher, Daken, Hawkeye, Black Panther, Iron Fist, Kevin Plunder (Ka-Zar), Dare Devil, Frank Simpson (Scrouge), I think Blade, that's all i can think of for now... Not unless you wanna include Batman from DC lol.

the answer is yes steve rogers is the strongest normal human to ever live. Cap is peak human and he defines peak human. anyone who is stronger than him is metahuman they in some way have a power or are given a power.
so think of the world strongest man on TV cap is stronger than the champion or at that level.
think of every world record for human speed strength and endurence and cap is slightly better than that or equal to that
he is also evolving with time.........so like in 10 years from now when all the world records are broken guess what caps strengh goes up with the times

I think I'm safe in assuming you took those stats directly from wikipedia. On Wiki it actually said he could bench press 1100 pounds. If he can bench that much he can actually lift more. BTW, the record for Bench Press according to them is 1075. So if that's true that would make him the World Record Holder.

maybe in the Marvel universe and that's a big maybe, but others have received the Super Soldier Serum too. Also imo if your strength is augmented by an outside agent (like the Serum) then you are a Meta-Human.
Karate Kid or Batman (are real peak non-meta's, they attained that level without using a drug, unlike Cap)

Cap has superhuman endurance making him technically superhuman. Kingpin is the strongest human that has not been enhanced in any way. Kingpins strength is simply from genetics and training.
He's not supposed to be but by a few of his feats i can see why people would get the impression.
He's been the hero and star of comics for a VERY long time. As a result he's ended up in many situations
where writers took liberties with what he could do in order to make the scene look more "wow". In other
words, Steve is a character that suffers from " cartoon-" or " Superman Prime-" "-complex", whereas he
can pull something at times out of thin air that he should for all arguments not be able to do. By most
Handbook entries he's " peak "...but at peak say, lifting and throwing either Terrax or Big Bertha, whom
are both in excess of 2,000 lbs., Terrax very much so in fact, " the rules " get a little fuzzy.
