Nope, Winter Soldier is an example bad retcon bender Marvel has been in the last few years. It is right up there with staining Gwenn Stacy and Norman back from the dead and Red Hulk. Bucky died decades ago, live him buried and dead.
That's an absolutely ridiculous comparison, but whatever floats your boat.
It seems like a good choice. So much of the action is handled by effects companies and specialists. It's the characterization and personality that is hard for directors to do. The Russos will be able to bring that.
