In The Winter Soldier Steve faces many foes, but who is the true villain?

If you know the story, you already know Bucky is a big physical threat and gives somme amazing fights, but he was just brainwashed and eventually breaks free

Brock Rumlow/Crossbones seemed to be the leader of HYDRAs soldiers, and was even in a position to have Cap killed(but didn't cause it looked like a news helicopter watching), and he went around putting the plan into action, but it was under orders from sommeone else, so he was more of a pawn than main villain

Then there's Alexander Pierce, the Current leader of HYDRA, he seems ominous and is willing to have millions of people killed, including one of his older friends, he even slaps Bucky around for a bit, but in the end he was really only a figurhead for everything

Arnim Zola, who only appears in this film as a computer, was actually connected to every major aspect of this film in a huge way, he was one of the few recruited to work in the United States, and kept HYDRA alive in the shadows, and he mentions how him and the other HYDRA supporters came up with the plan that he would eventually make a reality with the algorithm. And he was also one of the doctors that personally made Bucky Barnes into the Winter Soldier, so overall Zola was the building block that made everything in the Winter Soldier possible

what are your thoughts?

Hydra you can try to pick a figurehead but it's all of Hydra that spanned generations infiltrating SHIELD until they were powerful enough to topple it. Pierce was just the man in charge now, Bucky was a tool to be used, Crossbones was just one soldier of many a strong smart soldier sure but just a soldier, and Zola was a forgotten relic with his work long since unneeded.

well that's not true, Zola made the algorithm that allowed them to find the targets

but yes, the overall villainous force he's fighting is definitely Hydra

Pierce, I thought it was pretty obvious.

Pierce. Rumlow was a pawn and Zola was a tool. The Winter Soldier wasn't even really a villain; he was more of a unwitting puppet.

All of them were villains, in various roles. There is no the villain. It was a team effort. A horrific team effort.

Just rewatched the other day and had forgotten about this thread bur when Pierce is talking to Bucky in his home (when he shoots his maid) he makes some remarks thay suggest he was a big player in HYDRA, not just a figurehead.

Of course the villain as a whole is the HYDRA organization but Pierce is the big bad for Winter Soldier I'd say.

The fans who put this movie on a pedestal.

But seriously, Pierce is the primary antagonist.

LOOOOOL, hes the reason why bucky went on that mission and sorta almost died. hes the reason why hydra is being exposed. hes the reason why every comic fan got pissed when widow gave him that peck on the check and the fact that he hasn't banged her yet is also what annoys us. lets face it, caps the actual villain here. if he just made a move on widow and left the badguys to their business, there wouldn't have been much need to make the movie.
