    I'm pretty sure it's just a marketing decision.  It can't be age, because there are/were Avengers older then Steve, and it can't be because he's the first one because he obviously wasn't the first one.  If I recall correctly, Steve is only a "founding member" because they had to kick Hulk out for some reason or another.

    @Dracade102: even if he was a hero before them..doesnt make him the "first avenger" but @ZombieBigfoot said..i think it is a marketing desicion.

    @clarkjordan27: You could call him an "Avenger" in the sense that he was avenging America's allies in Europe, I suppose. Not just an "Avenger" as in a member of the team...

    In the comics he wasn't but in the movie he'll probably be the nucleus of the Avengers Initiative. Plus this gives the movie an alternative for countries that aren't really happy with America. They'll drop the Captain America part and just call it 'The First Avenger'

    @ZombieBigfoot:
    Hulk left, he felt the Avengers could never really trust him.

    @turoksonofstone: Ah.  I never really read the beginnings of the Avengers(nor the current stuff), so I was just guessing.

    The Hulk was there when they decided to group together and call themselves Avengers but they all sort of agree that the team didn't really become a team until they found Cap and he joined them.

    They become a more recognizable group at like #16 with Quicksilver, Hawkeye, and Scarlet Witch..

    Cap's Kooky Quartet. Iron Man, Hulk, Thor and Giant Man and Wasp had their own books. Cap's team was heroes who were only Avengers.
