The New Captain America faces the crimes of his past as the Winter Soldier as the Sub-Mariner and the Black Widow struggle to stop a new foe from unleashing a deadly attack on the world! By the best-selling Eisner, Harvey and Eagle award-winning team of Ed Brubaker and Steve Epting.

In 1942, Cap and Bucky, along with the Human Torch, were part of a secret operation to rescue top Chinese scientist Professor Zhang Chin, a 12-year-old super-genius. In 1968, the Winter Soldier was called on to eliminate Chin, but instead killed an innocent woman. Now, years later, he comes face to face with Chin's greatest, most terrible experiment - the resurrection of the Human Torch.

As a last resort, to infiltrate Chin's lab in the Republic of China, Cap takes on his old identity as the Winter Soldier, knowing that as the most wanted man in the ROC, he'll be captured and placed in Chin's custody. What he doesn't bank on is Namor being captured too, and used as a guinea pig for Chin's newest virus, one based on the Human Torch himself.
