    The first of a 3-part Civil War tie-in by Ed Brubaker and Mike Perkins! While Cap has fallen into the conflict of the Civil War, in a clash with his government and his friends, the people close to him have suffered in their own ways. In Part One of “The Drums of War” we take a look inside S.H.I.E.L.D., and how Cap’s girlfriend Agent 13’s life is torn apart as her divided loyalties are used against her by her superiors. Also, a new villain emerges, and the Red Skull begins to make himself known...

    Agent 13 is in the office of the S.H.I.E.L.D. psychiatrist in New York,for a psych evaluation. We see, through flashback from Agent 13, the recent events from "Civil War" that have led to Captain America going 'underground". Sharon(Agent 13) tries to talk Steve (Cap) into turning himself in. They talk after a ..serious.. romantic interlude, and during this talk, we see that Sharon has led the strike team meant to capture Cap, to a different location, thus NOT betraying Steve. Close with the S.H.I.E.L.D. psychiatrist meeting the Red Skull in a cemetary!!! We find that the good Dr. is in fact one of Cap's old enemies...Dr. Faustus...in deep disguise !!! The plot thickens....
