    Obviously, we've seen several incarnations of the Brotherhood of Evil Mutants over the years.  
     
    In the eyes of the CV universe who would make up the perfect Brotherhood? The leader would be someone who's clearly more powerful than the rest of the team. Magnetoa has led several incarnations and was clearly more powerful than anyone on his respective  teams.  
     
    So, this is pretty simple, pick an all powerful mutant to lead his or her own Brotherhood. Don't put Apocalypse, Magneto, Exodus and Mr. Sinister on the same team. That's just overkill. Build a team that's well rounded in several areas. Stealth/espionage,power,strategy, tech,H2H combatatants,etc...

    Magneto indirectly controls all groups from Genosha.

    A "Super Hero" version of the team. Meant to be media friendly and globally active against threats to the mutant community:

    Phantazia, Blob, Avalanche, Pyro, Havok, Mimic,Polaris

    A"Street Team" branch operative in Mutant Town and San Francisco to gather lesser mutants to the Brotherhoods cause:

    Toad, Random, Erg, Stacy X, Peepers,Thornn

    A"Stealth Group" for espionage, assassination, and black ops, Dark Beast is Home Base Controller:

    Dark Beast(Intelligence), Mystique(Field Leader), Sabretooth, Crimson Commando, Marrow, Vanisher, Destiny

    An "Enforcement squad" based on Genosha to enforce Magnetos rule:

    Sauron, Arclight, Unus, Mammomax, Fever Pitch

    My Brotherhood would be a grouping of some of the X-Men's most powerful enemies. Recruited or captured and brainwashed by the new Inner Circle, they would be tasked with the elimination of the X-men and also with committing acts of terrorism in order to boost sales of the Inner Circle's new Reaver Sentinels (Prime Sentinel tech implanted into depowered mutants).
