I found this character in the May '85 issue of DC Who's Who. This is the only instance I've heard of Brother Power Edit
All I have to go on for Brother Power is the entry in the May '85 issue of DC's Who's Who. If I may, I will quote the entry. Maybe someone will remember him.

History:
In the late 1960's, a small group of hippies living in an abandoned tailor shop, put a wet suit of ragged clothing on a dusty, old tailor's dummy to dry. Left alone and forgotten next to an old radiator for several months, the dummy absorbed dust and rain and old machine oil as the sun shone on it and the heat of the radiator warmed it. One night, during a fierce electrical storm, a bolt of lightning attracted by the iron radiator, struck the dummy, somehow transmogrifying the dust and chemicals that had been absorbed by the fabric and imbuing it with a unique form of artificial life. The young hippies, discovering the dummy alive and possessed of extraordinary strength, named him Brother Power.
Over the next several months the hippies educated Brother Power, teaching him to speak and sending him to school, as Brother Power sought to learn the secret of his own existence.
In the course of his adventures, Brother Power ran for Congress, was imprisoned as a circus freak, and forced to work on an assembly line by the villainous Lord Sliderule. While attempting to escape from Sliderule and the police, Brother Power hid himself away in an experimental missile and was launched into orbit around Earth, where he remains as of this writing, waiting...waiting...
Powers & Weapons:
Not truly alive, but a unique form of pseudolife, Brother Power is actually a cloth dummy, filled with rags and supported by an internal wire framework. Thus, he is extremely pliable and resilient to pain. The electrical charge that animated him also granted him tremendous strength, yet despite all the power at his command, Brother Power is by training and nature a pacifist and will go to extremes to avoid hand-to-hand combat.

"Skin": White cloth. "Hair": Yellow yarn (it looks like)
Face has a "blush" at cheeks. Is outfit consists of an orange, long-sleeved shirt, blue pants (jeans?), and black, calf-high boots. The graphic on the shirt is black, white, and blue, and resembles a circle divided into nine sections, with the ninth section being a smaller circle at the center. The sections are blue, and the diving lines are white. The outline is black. At the top of the graphic is a black arrow point up, with a line crossed just under the arrow.
Has anyone else heard of this character?
