When Batman makes a program to counter thought controlled superhumans it eventually attains a sentient state.
Originally the Brother MKI satellite and program was built by Batman to view the activities of each and every metahuman on earth.
Batman's program becomes subverted by Checkmate who claim that all super-powered individuals are too powerful and imminatnly dangerous. This convinces Brother EYE that it is time to protect the normal humans by killing off all super-powered humans.
The Brother EYE uses OMACs to do it's work, an especially effective tactic in that the OMACs can be anywhere and anyone.
Brother EYE refers to itself by the pronoun EYE.
