When Batman makes a program to counter thought controlled superhumans it eventually attains a sentient state. Edit
Batman's program becomes subverted by Checkmate who claim that all super-powered individuals are too powerful and imminatnly dangerous. This convinces Brother EYE that it is time to protect the normal humans by killing off all super-powered humans.
The Brother EYE uses OMACs to do it's work, an especially effective tactic in that the OMACs can be anywhere and anyone.
