Bomb Queen can't catch a break! New Port City's newest Hero is twisting public opinion against her. The media is painting a smear campaign, and the goody two-shoes Robert Woods is winning the political race for Mayor. What's a super villain to do? Kill them all, of course!

After breaking into the convention center to have some words with mayoral candidate Robert Woods, super-villain Bomb Queen is confronted by Ace Justice - a hero secretly hired by Woods to end the Queens control over New Port City.

After defeating Justice using a micro-thermo nuke, Bomb Queen resumes her quest to find Woods, only to be interrupted. A mob has gathered outside her home, angered by the death of Ace Justice. Bomb Queen analyzes a receipt she has found and is able to prove the Woods paid Ace Justice to come to New Port City. She takes this information and confronts him at a fund raiser at the Hilton Hotel. Woods makes a call and acquires Z-54L to finally destroy Bomb Queen.
