I just read on Wiki that this guy was controlling Venom in the Thunderbolts and is the reason why he is losing more control and is eating people. Is this true? And if it is, how is he doing it?

Doubtful since it came from Wikipedia, and i assume you mean this Bluestreak: http://www.comicvine.com/bluestreak/54787/

If it's true i'm guessing that him, Mindwave and Caprice cooperates to mind-control him or something like that.
