Does The Black Panther Have The Power To Make People STUPID??

Because how the people around him don't know that he is the Black Panther, or who the Black Panther is for that matter, or doesn't know that he is T'Challa, a former world leader is crazy.

During Black Panther: Man Without Fear #521 it showed that plenty of people knew it, and T'Challa look different from his previous style, which make it hard to believe he is King T'Challa. If the prince of England would grow a beard, work as a manager of McDonalds and call himself Justin Miller while doing it in the "Hood"; do you think anyone would know that a royal blood would leave his kingdom just to work as a dinner manager? most upper class Americans cant even tell you who is Dmitry Medvedev. let alone people from poor communities whom has it harder to access such informations nor have time to do so.
