Alright, I'm stumped, why is she a member of the Bat family? Whose bright idea was it, I'm not sure it's even in the continuity, can someone explain this to me?

Dinah in the Bat family?
The Batman Family is a name of Batman's friends, family and operatives who help him in his war on crime in Gotham City. This name has never been used in the comics.

Birds of Prey is Oracle's own team, Oracle's also provides information and digital info for the JLA so does that make the JLA a part of the Bat Family? No it does not.

I'm with you on this one. BC shouldn't be in the Bat Clan, she just shouldn't. In fact, she should be in comics at all ;)
I'm not saying that I don't like Black Canary, its just that she is in the Bat Family bugs me. All I want to know why she is in the Bat family so that I'll know whether to erase her from the team or not.
I'm sure she's had a little "fun" with Dick Grayson, wouldn't that make her a member of the Bat family? Just kidding...
While she may not be a direct member of the Bat - family, there is no doubt the two share a mutual attraction. They have kissed in Justice League - 1st series #84, Brave & Bold # 166 (Where Batman recues a scantily clad Canary and the last scene leaves you wondering what is going to happen next), and again in a recent Birds of Prey - where Canary tells Batman that he is a better kisser than she imagined. In the alternatice All-Star Batman and Robin the two are clearly more than just friends as their "encounter" in issue #7 illustrates.
The fact of the chemistry between the two of them adds extra significance to Batman's refusal to attend Canary's wedding ceremony to GA. I think DC could have a really strong love triangle going here - Does canary stay with "safe" Ollie - or go for "Dangerous / exciting Batman? And think of the tensions / angst that would also cause GA and Catwoman!
Anyway back to your original question - perhaps she should be on either the extended family, possible family or wanabee family lists?

Shes more like an ally or a family friend who aids the bat family because of her connections to bruce and babs
No. I always liked Her with Ollie.
She was second in command on Team Arrow and common ally to Bat family, plus since she has been ally to several other heroes and even training with some others.
Actually she is strong enough to have her own family even without Team Arrow. She has lot of supporting characters and even some decent villains sure most are also Birds of Prey and Green Arrow but still counts. Plus she is strong in mental and physicals abilities even more than some heroes. I can´t believe she even doesn´t have a sidekick.

She's has been wrapped up with GA lore for so long that I don't think I can see BC with her own family.

Why would she need one?
@knightlyvengence: I think her and a Robin had something going on in one Alex Ross's Elseworld series actually.
I think New52 has clearly stated that she isn't member of BatFamily. In the era bat-family consists of Batman, Robins (former Robins included) and Batgirl only (as per "Batman & Robin Ethernal" & "Detective Comics: Rebirth" status of Batwoman, Orphan and Spoiler are not known). But Black Canary and Birds of Prey are "allies of a Bat" as Alfred put it during Night of the Owls.
