King of the Inhumans, Black Bolt is blessed and cursed with a power so great as to tear whole planets asunder using only his voice. He must be careful to never utter a sound, for even the slightest whisper will cause untold destruction.
Strength:
Tackles a group of Alpha Primitives, beings bred purely for physical labor and who are far stronger than the average Inhuman
Is a close second to Hulk in strength
Sends Namor flying with a punch
Sends Thing flying through a few walls with one punch
Smashes open iron doors and sends guards flying with a single push
Punches and pins Gladiator. (Until White Noise interferes)
Speed:
Weaves between Helicopter fire.
Chases down a missile while already exhausted from a fight.
Dodges gunfire and outmanoeuvres flying craft.
Reacts to a surprise attack from an enemy flying over the speed of sound.
Makes a tank shell his b!tch.
One of the few ready for battle after a surprise attack
Skill:
Sphinx doesn't notice his approach.
Fights Human Torch and Thing at once. Ben describes him as a "Silent Daredevil" due to his agility.
Bests Ronan the Accuser in a sword fight with no powers.
Dodges the blows of two Accusers.
Trades blows with Gladiator. Gladiator is seen injured in later panels.
Vulcan comments on his skills...and gets punched in the face.
Durability:
Takes a punch from Gladiator. Gorgon claims he is down, but he is seen later with only cosmetic damage.

Was in the center of a city busting explosion (caused by him) took minimal damage.
Electron Manipulation Abilities:
Gathers electrons into his arm for a single strike. Called the "Master Blow". Totally exhausts him, but the Thing compares it to an entire beat down from The Hulk.
Redirects Vulcan's (an omega-level energy manipulator) energy blasts, and hits Vulcan with a blast of his own.
Said to be able to control the electrons of people's bodies and turn them to stone and power Attilan for Ten Millennia.
Blasts Quicksilver against a wall.
Breaks through steel and stone with his blasts He can also stop other blasts and continually expend his energy to create a perpetual attack.
Can reverse polarities of electron fields, which can attract lightening.
Can drain energy with a blast.
Destroy the energy of others.
Can smash every electron in the body of a person into an adjacent electron.
Cancels out a solar flare.
Demonstrates he can break things down by destroying the tank shell from earlier.

Black Bolt's bread and butter, the thing he is most known for.
Can't find a scan that adequately summarizes this, but: the thing that originally drove Maximus insane was Black Bolt's voice. Hearing its unbelievable power shattered his psyche.

A whisper knocks aside a group of Avengers, dents a building, and shorts out Tony Stark's. Plus, Sentry respects the voice.
His voice would have been the greatest weapon the Skrulls would have ever had.

Injures Gladiator with a whisper.
Stops the fight of two herald-level beings.

Shakes an entire planet while crying out in pain from the shocks to his brain. Unknown how loud he yelled, but he was very much trying to not destroy the planet.
Heavily damages Vulcan and overcharges the T-Bomb with a yell.

Mental Abilities:
Meditates as to not make a single noise during sleep
Can do a mind-meld of sorts to converse with Medusa.
Can resist direct mind control from Maximus, someone who can mind control a whole city.
Has shown the ability to control minds.

Detects a creature used by Thanos to probe minds.
Resists the Kree Supreme-Intelligence when directly assimilated with its mind.

A cosmic being has blinked to his presence It should be noted, that the character Vortex has never appeared outside of that panel to my knowledge. It is just a cool panel.
