The Pre-Crisis Bizarro Legion of Super-Heroes (aka the Legion of Stupor-Bizarros) were created by Bizarro in an attempt to emulate Superboy's Legion of Super-Heroes team.
The Bizarro Legion were super-powered mockeries of the Legionnaires, and they caused trouble instead of helping.
Superboy eventually tricked Bizarro into disbanding the Bizarro Legion so that they would not cause any more problems.
In the post-Zero Hour timeline, another version of the Bizarro Legion of Super-Heroes appeared, this time lead by a Bizarro version of M'Onel called Biz-M'Onel.
Much like their predecessors, The post-Zero Hour version of the Bizarro Legion also caused the regular Legionnaires many headaches. Brainiac 5 was eventually able to shrink that Bizarro Legion down to a tiny size and trap them in a small prison.
