I've Read a Myth about Hercules being able to carry the weight of the Entire world on his back with no problem, while He had Atlas get the Golden Apple from Apollo for him... And Since Cap. Marvel has "The Strength of Hercules", wouldn't that alone make him the World's Mightiest Hero?
I find the term "overpowered" is usually used by Marvel fans. Marvel is my 2nd favourite comic character behind Superman. And I don't find him to be overpowered at all. I find it to be normal/ Because he only gets a portion of their power. Not all over it. And combining all them powers gives him the ability to go toe-to-toe with Superman. I find there are a lot of overpowered Marvel characters though.
In regard to the topic; it seems to me that Captain Marvel is underpowered, if anything. Having the power of the seven elders, he should be able to access the sum total of every ability of the seven elders. Imagine the strength of Hercules, Atlas and Zeus combined. Imagine the stamina of Atlas, Hercules, Mercury and Zeus combined. Imagine the durability of Zeus, Hercules, Mercury, Atlas and (especially) Achilles combined. How about the wisdom of Solomon and Zeus combined. All of these examples would also include the unnamed elders as well, but I chose not to name them because the inclusion of their abilities, though important, sometimes is less significant (i.e.: the strength of solomon, the wisdom of Hercules, the power of Achilles). Hell, imagine DC allowing the actual use of the power of Zeus; Cap becomes a cosmic being. Mightier than any hero with the possible exception of the Spectre.
@OmegaDynasty: Just remembered that the arm wrestling match was out of continuity. However, Superman has beaten Captain Marvel in an arm-wrestling match, and he's supposed to have the strength of Hercules, too.

I don't think he's overpowered. In my opinion, he should be the most powerful of the Earth-bound types along with Superman. He should probably be a little weaker than Superman, actually, but Superman should always lose to him in a fight, because of the Magic aspect of his power.

Nope. Cap is not overpowered. He's powered up just fine. He's right where he should be; at the top of the uppermost tier of DC's powerhouses with Superman and nobody else.
I would say he is overpowered. He is smarter than Batman, just as strong as Superman and more durable than him, can summon lightning, super brave, and faster than the Flash. Pretty overpowered.
Billy Batson has a great weakness..a normal mortal.
The classic comics had him always do something stupid and change back so Billy could investigate or fit through a small hole. He would then get knock out y a figure in the shadow and like classic Batman from the 0s, put in a elaborate trap and gagged in the mouth so he couldn't say his magic word. The villian would leave and Billy would come up some trick to ungag himself at the last minute and say SHAZAM. After that "its all she wrote".
