Beta Ray Bill

The cyborg champion of the Korbinites, Beta Ray Bill guarded his people as they fled attacks by fire demons. When he encountered Thor and proved himself worthy to wield Mjolnir, Odin bestowed upon him the powers of Thor, as well as Stormbreaker, an equally powerful hammer. Using this new weapon, Beta Ray Bill would travel the cosmos righting wrongs, but he was always available whenever Thor needed his assistance.
How powerful is Beta compared to Thor ?
Thor's got the godpower, but Beta has the savagery and rarely holds back. Thor, comparatively, has sworn never to use more than a third of his might against any mortal creature. Presumably, Beta would fall under that category. So in a brawl with each other, Beta. Against a more godlike adversary in a test of who could take it out fastest? ... Probably Beta again. He'd go right for the killing blow while Thor would try a few alternatives before deciding it needs to die.
So in actual power when fully brought to bare? Thor. His godblasts give him the edge.
In practice? Beta.

Just curious when/where did Thor state this? This would make sense as to why he sometimes gets stomped by characters he should easily beat.

While I can't find the original scan where he himself said it on short notice, this is still proof he said it.

That's from Civil War "What If..." if I remember correctly.
In only power Thor but in a fight without the powers Beta should win because he goes for the killing blow

Makes no sense though, if he is losing clearly what goes through his mind? Well I can use a tad bit more of my power just to gain the upper hand...NO I cannot I will just lose instead... is there no grey area with him? Either he's losing to his opponent, or they are dead

That because he fight more powerful opponent why would Thor want to use his wrath on a mortal emeny? Most of Bill enemies are cosmic beings in order to engage in battle with them he has to in touch with his warlike nature don't forget that when Thor was engage in cosmic stroylines he was using powers that were capble of destroying planet, stars and galaxies. He cause a univerals shockwave on Ego the living planet, he made Galactus flee, and nearly killed Adam Warlock(Him).
