He trained extensively to achieve mental and physical perfection, mastering martial arts, detective skills, and criminal psychology. Costumed as a bat to prey on the fears of criminals, and utilizing a high-tech arsenal, he became the legendary Batman.

My top 5
- Joker - The yin to Bats yang
- Ra's al Ghul- One of a few who can match Bats with planning, and he trained him
- Riddler- He offers Batman a different type of challenge
- Hush- Few have caused such shock to Bats or executed plans of such magnitute
- Jason Todd- Mostly becuase of the relationship he has with Bats
Honorable mention to Bane thou

My list does not include Joker not because i don;t love him but because it is like when one talks movie directors Speilberg is never on brought up because he is just a given above all others.

3. Lady Shiva -Anyone that can surpass Bats in H2H is a certain winner in my book
4. Bane -Genius + Brute Force = Broken back
5. Scarecrow -fighting fear with fear. Awesome!

I dont consider Deadshot,Deathstroke,Prometheus , Lady Shiva,Catwoman etc to be bat villians or i'd have mentioned them too.
Well, my list would be: Joker, Harley Quinn, Catwoman, Poison Ivy, and Two-Face...but that seems boring somehow. So I'll give the next 5:
- Mr. Freeze - I love him more in TAS and Batman: Beyond more so than in the comics, though. He's far more tragic and far more human in those depictions.
- Thomas Elliot/Hush - He's proving himself to be one of Batman's most capable villains.
- Scarface - I love the concept behind him - that even the most innocuous and absurd thing can still garner power in so long as their are people willing to serve him in exchange for some money and power themselves. He lends a lot of plausibility to the otherwise completely implausible villains in Batman's rogue gallery.
- James Gordon Jr. - Very scary. Very intriguing. Watching where his character is going.
- Carmine Falcone - I just kind of always considered him a tragic figure - a man who was in over his head.
And my 5 least favourite are
- Pyg - He's just way too grotesque for my taste.
- Roadrunner - Come on!....
- Tweedledee and Tweedledum - Typically don't care for perversions of my favourite children's book, Alice in Wonderland. (Though I do love The Carpenter)
- Mad Hatter - See above.
- Doctor Hurt - Still trying to wrap my head around who he is exactly...

Either way i feel Between Deathstroke,Bane and Prometheus there is no need for Hush,Wraith and Black Mask.
Though i am surprised by the amount of love Riddler,Two-face and Freeze are getting.Guess animation can go a really long way.
Ra's, Bane, and Joker weren't Bruce's best friend as a child. Nor did they grow up filling in Thomas Wayne's shoes by joining the medical profession. Nor did they rip-out Catwoman's heart. Other villains attack Batman, but Hush attacks Bruce Wayne.@cosmo111687 said:

I don't know much about Prometheus or Wraith, so I can't comment on them. And I don't think that Deathstroke is strictly a Batman villain, so I think he's not particularly relevant, to be honest. And I have to agree about not caring much for Black Mask, much less Black Mask II, but I don't think that he's rendered obsolete by Deathstroke, Bane, or Prometheus as much as by Two-Face, The Penguin, and major crime families of Gotham.

Both Ra's and Bane have had Selina at their mercy(Legacy).But she still managed to worm her way out.It's an insult to both Catwoman and the villians to be bested by someone vastly inferior.
Penguin is the only decent character amongst the gangsters,Mask and Harvey are one trick ponies.
Of course Bane and Ra's know Bruce's secret, but when did Joker learn about Bruce? (I'm genuinely curious about that.) Yes, Ra's does have a medical background, but he doesn't represent what Bruce would've become had he not been Batman. Whither Hush is "inferior" or not should be based upon his actions, and he managed to devise a plan that nearly destroyed both Catwoman and Batman by taking advantage of their relationship. And that is not a surprise because part of Hush's premise is that he is superior strategist than Batman, which says a lot.@cosmo111687 said:

Also, it's just not part of Joker, Ra's, or Bane's M. O. to surgically remove organs (although, I guess anything is possible as far as Ra's is concerned.) That sort of plot-device should only be used by Hush, really.
I personally think that Black Mask is something of a no trick pony, but I think that Harvey Dent is rather complex and interesting and Penguin is usually interesting, but he's not my favourite villain and he's certainly not the most threatening. (He's just a giant cog in the machine of corruption that whiddles Gotham down, day by day.)

Neither Dent or Oswald are convincing threats,but atleast Ossie has an interesting personality.Harvey lost his purpose right after becoming Two-face.Now he's just another generic mobster,no wonder he did'nt last as Twoface too long in TDK..
1. Joker- The Bat's archenemy. Crazy, hilarious, and totally evil. You can't get any better than that
2. Two Face- One of Batman's most iconic foes. A very unique villain with a cool gimmick, and a great backstory to boot.
3. Scarecrow- Also a unique villain...He can get into Bat's head. His fear gas is very original and makes for some great moments.
4. Riddler- Riddler is one of the few Bat enemies that challenges Bruce's intellect. He can be a great threat when he needs to.
5. Bane- One of the more intimidating villains. He was one of the few who actually BEAT Batman. That alone gets him in the top 5.
